Economic Development & Project Funding

Build a project partners can understand—and support.

Rail-served growth often requires more than a site and a track plan. B&H helps companies and communities organize the freight case, private investment, infrastructure need, public benefit, and partner strategy behind a credible Southern Tier development project.

01 / Private investment Business commitment Facility, equipment, site control, freight, jobs, and operating commitments.
02 / Public benefit Regional value Jobs, competitiveness, freight access, safety, resilience, and industrial growth.
03 / Infrastructure Defined project scope Track, loading, roads, utilities, site work, capacity, and related improvements.
04 / Partners Coordinated delivery Railroad, customer, owner, applicant, agencies, municipality, utilities, and engineers.
Funding Follows a Credible Project

Incentives can strengthen a project. They cannot replace one.

The strongest rail-development projects begin with a real business need, committed freight volume, a workable location, a practical operating plan, and a clear infrastructure scope.

Grants, tax incentives, utility support, financing, and development partnerships may help close a gap or accelerate construction, but eligibility, match, timing, allowable costs, and applicant rules vary by program.

Project first. Program second. Define the freight, investment, site, infrastructure, ownership, benefits, and delivery plan before trying to fit the project into a funding opportunity.
Funding-Readiness Path

Turn an industrial opportunity into a project partners can evaluate.

Strong applications are usually built before the application window opens. These five steps help organize the information that development partners, applicants, engineers, and funding agencies typically need.

01Business case

Define the freight and investment.

Explain what will move, why rail is needed, who is investing, and what the project enables.

  • Commodity, origin, destination, volume
  • Railcar and handling requirements
  • Private investment and startup timing
  • Direct rail, transload, storage, or expansion need
02Public impact

Quantify the regional benefit.

Show why development participation may create measurable value beyond the private investment.

  • Jobs created or retained
  • Private capital investment
  • Truck-mile, safety, or resilience benefits
  • Industrial reuse or preserved freight access
03Project scope

Define what will actually be built.

Programs evaluate specific improvements, ownership, cost, schedule, and use—not broad concepts.

  • Track, turnout, loading, yard, or siding work
  • Roads, drainage, grading, and utilities
  • Concept plans, quantities, and estimates
  • Ownership and maintenance responsibility
04Commitments

Assemble the applicant and partners.

Clarify who applies, who owns the assets, who provides match, and who remains responsible after construction.

  • Eligible applicant or sponsor
  • Railroad and customer roles
  • Site control and committed match
  • Letters, resolutions, and operating commitments
05Program fit

Match the project to the right opportunity.

Compare the defined project against current program eligibility, scoring, timing, and delivery requirements.

  • Eligible applicants and costs
  • Match and readiness requirements
  • Environmental and procurement obligations
  • Reporting, reimbursement, and audit rules
What Support May Include

Different programs address different pieces of a development project.

These are common categories worth evaluating. They are not a promise that a specific project, applicant, or cost will qualify.

01

Rail infrastructure

New or rehabilitated track, turnouts, bridges, sidings, yards, capacity, safety, and related rail improvements.

02

Loading & transload

Loading areas, pads, access, storage, material handling, transfer infrastructure, and multimodal connections.

03

Site & utility readiness

Roads, drainage, grading, power, water, sewer, gas, broadband, environmental work, and site preparation.

04

Business incentives

Qualified tax-based programs, financing, local-agency support, and incentives tied to investment and job commitments.

05

Workforce & training

Recruitment, training, education, workforce partnerships, and job-development resources where eligible.

06

Planning & engineering

Feasibility, environmental review, design, benefit-cost work, permitting, engineering, and application development when allowed.

Project Before Program

A grant deadline should not be the first time the project is organized.

Projects that begin early have more time to resolve ownership, improve scope, identify an eligible applicant, coordinate with B&H, and prepare the documentation needed when an opportunity becomes available.

How B&H Helps

B&H helps define the rail portion of the project.

We help organize the freight requirement, early rail-infrastructure questions, and railroad information needed by the customer, engineer, and development partners.

01

Freight & service plan

Commodity, volume, railcar, service, switching, storage, transload, and Norfolk Southern routing through Painted Post.

02

Rail-infrastructure coordination

Early track, loading, capacity, site, utility, and operating questions before detailed engineering begins.

03

Project documentation & activation

Railroad data, letters, scope context, connection requirements, agreements, inspection, and preparation for service.

Funding, incentives, eligibility, award decisions, tax treatment, and program compliance are determined by the applicable agencies and current program rules. B&H does not guarantee funding or approval.
Organize the Project Early

Have a rail-served investment or infrastructure project to evaluate?

Share the location, commodity, annual volume, railcar type, private investment, jobs, infrastructure need, site-control status, schedule, and any concept plans already available. B&H can help identify the first railroad questions and the development partners that may need to be involved.
