Construction Logistics Is a Material-Flow System

The rail move, terminal, storage, truck flow, and project schedule must work together.

Construction freight ranges from loose stone and powdered cementitious products to weather-sensitive lumber, wallboard, machinery, and project cargo. Each material creates a different combination of railcar, loading, unloading, storage, securement, handling, permitting, truck access, and delivery requirements.

B&H can help evaluate direct rail service, the permitted Coopers Plains C&D and construction-material terminal, a rail-served property, temporary staging, railcar storage, or a new track and facility plan in Steuben County and across the affiliated railroad network.

Start with the exact product and delivery requirement—not a generic cost-per-ton claim. The complete lane, railcar, handling, storage, truck, schedule, and commercial model determines whether rail is practical.
Material Groups

Different construction products require different railcars, facilities, and controls.

Select a material group to review representative products, equipment, facility questions, and project-specific planning factors.

Aggregates, Stone & Sand

Plan high-volume material flow from railcar to stockpile, truck, plant, or jobsite.

Crushed stone, gravel, limestone, riprap, ballast, construction sand, and similar dense bulk materials often require high-throughput unloading, practical stockpile space, truck scales, mobile equipment, road access, drainage, dust controls, and clear responsibility for final delivery.

Representative products Crushed stone, gravel, limestone, riprap, ballast, construction sand, and mineral blends.
Typical equipment Open-top hoppers, covered hoppers, gondolas, or other approved cars based on the product.
Facility review Conveyors, mobile equipment, stockpile area, truck scale, roads, drainage, and cars per day.
Project focus Job schedule, truck radius, payload, staging, seasonal restrictions, and available terminal capacity.
Three Ways to Reach the Market

The plant, distribution yard, or jobsite does not need to sit directly on the railroad.

01

Direct rail to a plant or distribution facility

Deliver cars to an existing B&H-served cement terminal, building-products distributor, manufacturing facility, warehouse, quarry-related operation, or contractor yard when the track, material-handling system, and Norfolk Southern route through Painted Post support the freight.

  • Review track condition, capacity, clearances, and car spots.
  • Confirm unloading equipment, storage, yard flow, and service requirements.
  • Define releases, inventory, placement, billing, and customer workflows.

02

Transload to regional trucks

Use B&H for the rail movement and transfer approved construction and C&D materials to trucks at Coopers Plains when the market, distributor, plant, or project does not have a private siding.

  • Match Coopers Plains to the material, railcar, C&D permit conditions, and handling method.
  • Include stockpile, warehouse, laydown, scale, labor, and truck radius.
  • Confirm capacity, permits, environmental controls, and operating ownership.

03

Develop rail-served capacity

Integrate rail access with bins, silos, warehouses, yards, roads, utilities, stormwater, cranes, truck circulation, future expansion, and the construction schedule.

  • Screen the site and B&H connection to Norfolk Southern at Painted Post.
  • Develop the conceptual track and operating arrangement.
  • Coordinate engineering, property, utilities, permits, partners, and approvals.

B&H Construction-Material & C&D Terminal

Coopers Plains is part of SandTransload.com and provides B&H customers with a dedicated construction-material, C&D, warehousing, staging, and rail-to-truck logistics platform.

Permitted Coopers Plains C&D Facility

Coopers Plains gives B&H a distinct construction-material and C&D logistics advantage.

The facility is permitted for C&D activity and combines rail access, warehousing, four dry-storage bays, two rail spurs, a certified truck scale, mobile conveyors, commodity loading capability, three-phase power, and regional highway access from the Southern Tier.

B&H connects Coopers Plains to Norfolk Southern at Painted Post, creating a practical path for approved inbound and outbound construction materials, recycled or recovered materials, building products, aggregates, project freight, and related regional truck distribution.

Construction Materials FAQs

Common questions about sidings, railcars, jobsite delivery, terminals, and storage.

01 Do I need a private rail siding to receive construction materials?

No. B&H's Coopers Plains terminal can receive approved construction and C&D-related materials by rail and transfer them to trucks for delivery to a plant, yard, distributor, recycler, or jobsite. The material, railcar, permit conditions, unloading method, storage or staging need, truck radius, environmental controls, operating schedule, and available capacity must still be confirmed.

02 Which railcars are used for construction materials?

The answer depends on the product. Open hoppers may fit stone and aggregate; covered hoppers may fit cementitious or weather-sensitive dry bulk; centerbeam or bulkhead flatcars may fit lumber and panels; boxcars may fit wallboard or packaged products; and specialized project freight may require flatcars, gondolas, or other equipment.

03 Can materials be delivered near a temporary jobsite?

Possibly. A rail-to-truck terminal can position freight closer to the final market or project, but the terminal, truck route, delivery hours, site access, unloading plan, stockpile or laydown area, project schedule, and commercial arrangement must be confirmed.

04 Can B&H support C&D, stone, aggregate, or heavy project freight through Coopers Plains and SandTransload?

Yes. Coopers Plains is B&H's primary SandTransload terminal and is permitted for qualifying C&D activity. It can also be reviewed for approved sand, aggregates, construction materials, stone, lumber, equipment, staging, warehousing, and project-driven freight. Emporium and Turtlepoint remain affiliated options when a Pennsylvania geography or different operating profile is needed.

05 Can railcars or terminal space be used as project storage?

Possibly, but never assume the space is free, unlimited, or automatically available. Applicable free time, demurrage, private-car status, track capacity, storage agreements, site availability, access, duration, material controls, and operating requirements apply.

06 What information should I provide for a construction-material freight review?

Provide the exact product, STCC when known, origin, destination, annual or project volume, shipment schedule, truck payload, likely railcar, loading and unloading method, storage or staging need, final delivery region, facility or jobsite constraints, and desired startup.
